Officer who shot and killed Sylville Smith arrested on rape charges

Dominique Heaggan-Brown, the officer that killed Sylville Smith back in August, was accused of raping a man just a day or two after the homicide. Heaggan-Brown was at an east side tavern during the Milwaukee Unrest, and this is where he met and drank with the man who later accused him of rape.

According to WISN 12, Heaggan-Brown text messaged Sgt. Joseph Hall, a man Heaggan-Brown considered a personal mentor.


"Need your help big time but need to handle this the most secret and right way possible," the text said.


According to the criminal complaint, Heaggan-Brown met up with the sergeant and "The defendant claimed the sex was consensual, but admitted that the adult victim was drunk and had ’medical issues.’"


Sergant Hall is now under investigation for not reporting the crime. Heaggan-Brown is in jail pending the outcome of this case. He is due back in court next week.


"We want to get to the bottom of just what exactly that exchange was about," Milwaukee Police Chief Ed Flynn said.
